Tab is out of order, why?

Hi,

I have a form designed in ES2, it was a dynamic form, and the tab order worked fine. Recently users found it should be a static form so they could add comments to, then I made some adjustment, i.e. adding more rows to a table. I checked the Tab Order tree and made sure the tab order number is correct. But when the form opened in Reader, tab order is messed up.

I have tried all I can, still no luck. Could anybody kindly help to let me know how to fix this tab order issue?
