Header/Footer Dynamic form overlapping

I have a dynamic form that has a Header and a footer that need to stay in place, while the rest of the form can expland to new pages..

So I put these in the Master Page.  This seemed to work, except when the form is expanding it overlaps the header/footer on the page as it's moving down.

I've been searching through the help files and the forums and cannot seem to find anything that will help me with this.  (Although, I've found some other great ideas!)

Is there something easy I can do to fix this?

(I'm not a programmer by trade)
